CCTV is funded by the City of Salem and Marion County from Franchise Fees paid by Comcast.

Cable companies, like utilities, use the public-rights-of-way to lay cable to provide services and pay for use of these rights-of-way. CCTV receives a portion of what Comcast pays to local governments to manage community channels 21, 22 and 23.

All residents and non-profits that are within the city limits of Salem and unincorporated Marion County, within the footprint of the cable company, are eligible for CCTV's services.
